The first answer is correct, however slightly incomplete.



Generally speaking component video is substantially better than Scart. However if both devices are compatible (and that's a BIG 'if'), a component signal can be sent over a scart cable using the RGB pins, hence offering the same quality of video.



The order in which you should preferentially connect video is:

composite (the yellow one)

s-video

scart (and use RGB)

component video



HDMI is tied with component video in my opinion.

No cable will produce quality. Various levels of signal quality may be delivered to the point where cables may be connected. Shielded cables that deliver components of signal that is reconstituted into images may do an excellent job of delivering a signal that may or may not be of low resolution to begin with.

While HDMI is not necessarily a better way to deliver video it is, usually, plugged into a source of better video.
